Inside San Antonio city limits

  • The Development Services Department (DSD) handles permits.
  • Pool removal is not on the city's "No Permit Required" list. Plan on a permit for an in-ground pool.
  • Above-ground pools do not need a demolition permit (IB 106).
  • The city licenses demolition contractors. To get the license, a contractor must show liability insurance, workers' comp, and a $5,000 bond.
  • For demolition permits, the city checks with CPS Energy that power and gas are safely off. This can take time.
  • Historic districts and trees can add reviews.
  • Debris must go to an approved, permitted landfill.
Rules change. Ask DSD what your pool job needs. Their contact info is on the city's residential permits page.

Before anyone digs

Texas law says you or your contractor must contact 811 two business days (not counting weekends and holidays) before digging. If you hire a contractor, it is their job to call. You can ask for their ticket number.

Texas licensing

Texas does not have a statewide general contractor license. That makes the city's registration and permits more important. Check a company on the city's contractor search.

Outside city limits

See our Bexar County page. Other cities in the area have their own permit offices.

We plan to only refer requests to companies that are registered or licensed with the City as needed and that will get the permits the job needs.
